Quantum Expert
- Chamberz expert has provided quantum expert witnessing services to a number of arbitration and litigation matters for construction and oil & gas industries that involved complex quantum (valuation) issues. We adopt standard measurement and valuation methods such as RICS Standard Method of Measurement, SMM7, CESMM4, Standard Method of Measurement published by Singapore Institute of Surveyors and Valuers (SISV) subject to its applicability and appropriateness to a matter in dispute. Quantification of works are also performed using AutoCAD or BIM drawings or from such other software directly, as appropriate.

Residential building projects
- Provided expert witness services involving delay & quantum in an arbitration of construction dispute involving main contractor and a specialist subcontractor in a public housing project. This was a major upgrading programme involving three estates comprising of 13 towers. The dispute in arbitration was for the costs liability for early termination of the subcontractor.
- Provided expert witness services involving quantum in a litigation matter of dispute regarding the compensation payable for the damage caused to the claimant by the neighbouring construction activities. Services included assessment of damage and costs of reinstatement.
Commercial building projects
- Provided expert witness services involving quantum dispute in a litigation matter between main contractor and a specialist subcontractor in ascertaining early termination costs including assessment of work done in supply and installation of aluminium façade and glazing in a high-rise office building project.
- Provided expert witness services involving quantum dispute in a litigation matter between main contractor and a specialist subcontractor in ascertaining value of work done in supply and installation of structural steel works in a sporting facility project.
- Provided expert witness services involving quantum & delay dispute in a litigation matter between main contractor and specialist subcontractor in ascertaining responsibility for the delays, liquidated damages and additional costs due to delays and changes in piling, kingpost installation and diaphragm wall works in a top-down method of construction of a high-rise commercial building.
Health Care Projects
- Provided expert evidence on quantum in Singapore High Court in a construction dispute between two specialist ACMV contractors on the value of works carried out and outstanding at the time of termination of contract by one party, in a public hospital project in Singapore.
Infrastructure (Ports)
- Provided expert opinion in an arbitration of construction dispute concerning strengthening of quayside development of a jetty in a fabrication yard facility in South East Asia.
Shipbuilding (FPSO)
- Provided expert opinion in an arbitration of a dispute concerning additional costs involved in selection & improvement works to the fabrication yard, additional transportation costs of topsides fabricated offsite and costs concerning defects rectification
